Why is it that I can collect money I can do missions I can do other things but it will not let me attack the rival list it will not let me post on my gang wall it will not let me attack. And I would like to know why

My minis account disappeared while I was fighting a boss. Now when I try to open it again it opens as though I'm a new player. I am at level 213 on this account. How do I get it back??
