Ever war a gang where everyone is dead and you sit there for quite some time trying to win? Well how about each player gets to bribe the hospital to heal 1 person of your choice each war. Only 1 bribe per person though. I think it would speed up war time by a lot and increase the chances for every gang to reach a higher goal in tournaments

Healing all at start of every war would be better imo.
