They have probably gotten to lvl 10, joined the gang, then reset their accounts.
I would consider this an exploit/bug.

How its possible that a gang have 5 players level zero on 7 players ? They are already only 2 players who fight and the others ( the level 0 ) do nothing and we can't fight them anymore.
