You should have this separate store that sells pills or boosters something that can make you stronger for a limited time like an hour or 30 minutes just to help enough in a war. If the drugs cost more that means they last longer and the more they boost your strength (only for a short limited time). Also, the only place you can get them is in a gang shop. To make it more challenging the gang shop for the boosters should be unlocked when your gang rep. is 5 or some other lvl.I really think this would make gangs war more often.
