People from lower levels shouldn't be able to attack higher levels from hl or fl if we can't retaliate. The same rules should apply as the gang free hit list if they attack someone higher than them. The streets mobs n gangs don't care about levels if you step up into there's.

You can retaliate if they beat you when they attack you. Just go to Rivals List
