I suggest that add timer to joining the death match. if 4 gangs do not join death match in 30 mins then the gang who is waiting for other gangs in that death match should get removed by returning their stakes and new tactic should come for next 30 minutes. I fu like tho suggestion then u can change the timer but work on it please.

The last gang standing/winner gang gets all the total loot money x2.
Plus the player who raised the cash stake gets back 5x return on the amount he/she put in.
Each war in a Deathmatch is treated as a separate war, and based on the outcome of each war, gangs get 2x loot money.
