What Different Normal Equipment and One Time Power-Up Equipment?

I don't know what the different, and sometimes I confuse to search answer of this question, I search to Google and no one article explain that. May I find the answer from this forum.

how are the power ups consumed and if my mobs are fully armed with regular armory do the power ups get consumed slower or faster than jus having only power ups gear
